Visiting United Nations Senior Electoral Affairs Officer, Maarten Halff, has commenced a series of roundtable discussions in Liberia focused on electoral reforms ahead of the 2029 General Elections. The engagements are intended to provide opportunities for stakeholders to exchange experiences, identify practical reform priorities, and strengthen preparations for future elections.
Mr. Halff held his initial engagement with the Board of Commissioners of the National Elections Commission of Liberia on Monday, 21 September 2026, at the NEC Headquarters in Monrovia. Discussions centered on electoral reform and areas where continued collaboration can support the Commission in carrying out its mandate.
Accompanying Mr. Halff was a delegation from the UNDP Liberia Electoral Support Project, led by its Chief Technical Advisor, Madam Katherine Green.
The delegation is supporting ongoing discussions aimed at strengthening Liberia’s electoral institutions and contributing to broader efforts toward credible, transparent, inclusive, and peaceful elections.
During the meeting, Mr. Halff expressed his pleasure at returning to Liberia and reaffirmed his commitment to working with the NEC, the Legislature, and Civil Society Organizations on electoral reform initiatives.
He emphasized the importance of sustained dialogue among national institutions and other stakeholders as Liberia continues to review and strengthen its electoral processes.
Mr. Halff also highlighted plans to share experiences and lessons learned from other countries that have undertaken electoral reforms.
Particular attention is expected to be given to initiatives that could contribute to increased representation of women in the Legislature following the 2029 General Elections, an area identified as important to advancing inclusive political participation.
Speaking on behalf of the NEC Board of Commissioners, Commissioners Boakai A. Dukuly, Barsee Leo Kpangbai, and Floyd Oxley Sayor welcomed Mr. Halff and the accompanying UN delegation to the Commission.
They assured the delegation of NEC Liberia’s willingness to collaborate with relevant national and international partners in advancing its electoral mandate.
The Commissioners expressed hope that the engagements would lead to constructive discussions on electoral reforms and help identify practical approaches for strengthening Liberia’s electoral system.
They underscored the importance of continued cooperation in promoting elections that are credible, transparent, inclusive, peaceful, and responsive to the aspirations of the Liberian people.
Mr. Halff is in Liberia at the invitation of UNDP Liberia and UN Women Liberia. His visit forms part of broader stakeholder engagement on electoral reform and is expected to include further discussions with key institutions and stakeholders as Liberia looks toward the 2029 General Elections.
