Your Right to Register
Every Liberian citizen aged 18 years and above has the constitutional right to register and vote in elections. The National Elections Commission conducts voter registration exercises at designated centers across all 15 counties to ensure every eligible citizen can participate in the democratic process.
Eligibility Requirements
- Must be a citizen of Liberia (by birth or naturalization)
- Must be at least 18 years of age on or before Election Day
- Must not have been convicted of a criminal offense involving moral turpitude
- Must not be currently adjudged insane or mentally incompetent by a court of law
- Must present a valid form of identification
Step-by-Step Registration Process
Step 1 — Locate Your Registration Center
Find the registration center nearest to your place of residence. Centers are located in every electoral district. Visit your nearest NEC county office for center locations, or listen for announcements on local radio.
Step 2 — Bring Your Identification
You must present one of the following valid forms of identification: National ID card, valid Liberian passport, birth certificate, or any other government-issued photo identification. You cannot register without a valid ID.
Step 3 — Complete Registration
At the center, a registration officer will record your personal details (name, date of birth, gender, address, district). Your photograph and fingerprint biometrics will be captured using digital equipment.
Step 4 — Receive Your Voter Card
After biometric deduplication confirms your registration is unique, you will receive your voter registration card. This card shows your name, photograph, registration number, and assigned polling place. Keep it safe!
Biometric Verification & Deduplication
The NEC uses an Automated Fingerprint Identification System (AFIS) to ensure the integrity of the voter roll. When you register, your fingerprints are checked against all existing records to prevent multiple registrations. This process ensures the principle of "one person, one vote" is upheld.
Voter Roll Exhibition Process
Before each election, the NEC conducts a nationwide Voter Roll Exhibition to allow citizens to verify their information:
- Display Period (10–14 days): The Provisional Voter Roll is publicly displayed at all registration centers across the 15 counties.
- Self-Verification: Visit your registration center to verify your name, photograph, date of birth, and assigned polling place on the displayed roll.
- Claims for Inclusion: If your name is missing, you may file a claim for inclusion by providing evidence of registration.
- Correction Requests: If your information contains errors (misspelled name, wrong photo), you may request a correction.
- Objections: Any citizen may object to the inclusion of persons they believe are not eligible (deceased, non-citizens, minors).
- Adjudication: NEC officers review all claims and objections and issue decisions within the prescribed period.
- Final Roll Certification: The corrected voter roll is certified as the Final Voter Roll by the Board of Commissioners for use on Election Day.
Transfer & Update Procedures
If you have moved to a different county or electoral district since your last registration, you can request a transfer during the voter registration update period:
- Visit the NEC office in your new county/district with your voter card and valid ID
- Request a transfer form and complete it with your new address and district information
- Your registration will be transferred to the new location and you will be assigned a new polling place
- Transfers are only processed during designated registration update periods
Important Reminders
- Registration is completely free — do not pay anyone for registration services
- Registration centers are open during published hours only — arrive early to avoid long queues
- You can only register at a center in the electoral district where you reside
- Multiple registration is a criminal offense punishable by fine and/or imprisonment
- If you lose your voter card, visit your nearest NEC office during the update period for a replacement
- Your voter card is personal and non-transferable — never give it to anyone else
