The National Elections Commission and the National Identification Registry (NIR) have signed a Memorandum of Understanding to explore the integration of digital identification data with the voter registration system. The MOU was signed at a ceremony attended by senior officials from both institutions, UNDP representatives, and international development partners.
Partnership Objectives
The MOU establishes a framework for data sharing and technical collaboration between the two agencies. Key objectives include exploring the use of NIR biometric data to enhance voter roll accuracy, developing interoperability standards between the national ID system and the voter registration database, and conducting a joint feasibility study on integrated identity management for electoral purposes.
Expected Benefits
- Reduced duplicate registrations through cross-referencing of biometric databases
- Improved accuracy of voter demographic information
- Potential for using the national ID card as a supplementary voter identification document
- Cost savings through shared infrastructure and data collection exercises
- Strengthened public trust in the integrity of the voter roll
A joint technical working group will be established in early 2026 to develop the detailed implementation plan and data protection protocols. Both institutions emphasized that any data sharing will comply with Liberian privacy laws and international data protection standards.
