Mr. S. Isaac Zahn
National Elections Commission of Liberia
Mr. S. Isaac Zahn is the Chief Technology Officer of the National Elections Commission (NEC) of Liberia. He is an ICT professional with over 15 years of progressive expertise as a Software Developer and IT project manager.
He is a graduate of the Paris Graduate School of Management. He also holds a Higher Diploma in Software Engineering from Aptech Computer Education, India, and a Diploma in Network Engineering from NIIT, India. He has also completed professional studies at the Indian International Institute for Democracy and Elections Management (IIIDEM), New Delhi, India, Computer Pride Institute, Nairobi, Kenya, and Meridian Training Institute, Lagos, Nigeria.
He is also a Microsoft Certified Professional Developer (MCPD), Microsoft Certified IT Professional (MCITP), and Microsoft Certified Solutions Associate (MCSA). He worked as a Systems Development Specialist for the World Bank funded Liberia Project, under WARCIP Liberia from 2014-2015, before joining the Ministry of Posts and Telecommunications as Assistant Project Manager at the e-Government Project office.
He joined the National Elections Commission (NEC) in November 2016 as a Software Developer and was promoted to Data Center Director in April 2020. He played a pivotal role in the 2017 Voter Registration process, and 2020 Voter Roll Update Exercise for the NEC. He also contributed to the introduction of facial recognition technology for de-duplication of the 2020 Voter registration database, blending Optical Marks Recognition (OMR) Technology with Facial Recognition solutions to further enhance the transparency of the electoral process.
He successfully led the technological arm of the commission for the implementation of Liberia’s first Biometric Voter Registration exercise, which captured 2,471,617 eligible voters for the 2023 General Elections and was responsible for the management of election results for the presidential and legislative elections, which is regarded as one of the most successful democratic elections conducted on the African continent.
He has also helped in the development of several systems, including the Online Results Portal, the Online Personal Data Entry Platform for the 2023 Biometric Voter Registration and deduplication system using Automatic Facial Identification System (AFIS) and Automatic Biometric Identification System (ABIS) technologies, which proved to be successful for the NEC of Liberia in the electoral process, thus enhancing transparency and improving the integrity of the electoral process while increasing voters’ participation.
